As a resident in your district, I write to urge you to PASS the Community Opportunity to Purchase Act (COPA), sponsored by Council Member Sandy Nurse. COPA would give qualified, mission-driven affordable housing developers a first opportunity to purchase certain at-risk multifamily buildings when landlords sell — stabilizing and expanding the supply of urgently needed affordable housing. New York City needs COPA to address the city’s affordability crisis and combat the displacement of low income and Black and Brown New Yorkers. San Francisco and other cities have successfully enacted COPA and similar policies, bringing thousands of homes into permanently affordable community and tenant ownership. More than 200 community and affordable housing organizations — including 50+ community land trusts and community development corporations — support and are ready to implement COPA. The time to pass COPA is now! Thank you for your attention.
